I've never had any issues with ePassporte. There are fees to establish the account, but after that money can be transferred aorund very easily.

Looking for instant, free, and accessible like Neteller..
Note: I want to be able to deposit into a poker site without waiting.
I'm not from Canada, so I can't be 100% certain, but I do not think any method will be quicker or easier than Neteller. Some other eWallet systems may let you deposit, but then will want you to use Neteller for a cashout. Most of them are free though.
Delays in using Neteller are due to the poker/casino/sportsbook sites, not Neteller, so don't confuse the issues.
