I suspect each event is governed by the location and the local gambling laws. If the WPT is being run in a location which allows 18+, then I would suppose it's ok. That said, I know for a fact that the WSOP and Bay101 WPT requires 21+ due to their respective local and state laws.
The Masters tournament is a different story. Per their T&C:
(1) Offer only open to players aged 18 and over in the UK and Europe; players aged 19 and over in Canada; and, players aged 21 and over in the USA. In any instance, players must be of the legal age of majority as determined by the laws of the country where you live.

I'd imagine you'd be disqualified for any "gift" you cannot attend that requires you to be 21 (WSOP, WPT, etc). T&C for this promo hints at this:
