I am not going to get into this whole debate, but a couple of thoughts entered my alleged mind.
1. What, exactly, is Caesars On Line Gaming? Is it a casino? The reason that I am wondering is that one of the owners (excuse me for not mentioning who) has been banned from a great number of casinos for bonus abuse.
2. The news report cited said, The agreement stems from a legal dispute between Discover and Frederick Marino, an online gambler who racked up more than $70,000 total in wagering debt, losing both his house and his wife in the process." Question: Does anyone know of a casino which will allow me to bet my EX wife? I am even willing to double down on 16 against the dealer's ace.

As you suggest - more than a number of papers are wrong - probably many of them took the "facts" from Forbes.
The Wire Act only covers sports betting. It is highly unlikely that they will be able to use this to obtain a ruling on an online casino - and that is why none have been prosecuted.
The Federal Government has tried - and failed - at least twice to ban or severely restrict online gambling. And they will try again and again until it simply becomes too big for them to even consider anything other than potential regulation.

Ahhhhhhh. I live in nevada, one of those states thats it is illegal to gamble online in. So as an outstanding upright type american, i have no choice but to go to my local police dept. and turn myself in. LOL, Hehehe.

OMG! That was too funny. I almost fell out of my chair. Hmmm. Let's see here. Overcrowded prisons and we are going to threaten $3-$6 billion dollars worth of gamblers with prison time. Now THAT would hurt our economy. Yeah that makes total sense. We could just take these customers focus off of gambling and 86 it. THAT WAY we can corrupt our families and youth with even MORE PORN! Woo hoo. WHATEVER... give it a rest and let gambling go on. Gambling has gone on for how many years now? Who really is ignorant enough to believe gambling will ever be truly BANNED? Maybe I'm a numbskull but I don't think it will happen... maybe the government will "control" it so they can have THEIR cut but not ban it. They are waiting till it gets real big and everyone gets hooked then they'll ask for a small finders fee..hehe.

Operating a server for online gaming is illegal, no question about that.
However, the article from Forbes is incorrect - furthermore, what you quoted is the Wire Act - which has already been ruled to cover only online sports wagering.
They cannot apply that against a casino.

Your information is incorrect. The Federal Government has not been given any power to declare online gambling illegal.
A number of states have directly banned online gambling, including California and Nevada.
And credit card companies are under no such obligation to block credit card deposits at online casinos.
Where, might I ask, did you get your misleading information from?

Also, Bank of America has this same type of policy. I got to use my card the first time, and when i made some money, and re-credited the card, and then tried to use the card again at an online casino a few months later, it was declined. i canned BOA right away and was asked, " Did you just try to put $400 on your card at an Online Casino ?"
It is funny, because every casino in the world has ATM Machines all over the place.

The man from the article is a ery sore loser. On a personal basis, I want everyone to know that I am an amatuer gambler.
NOw, Mr. Marino from the article should come to the fact the he gambled and lost. If you do not have the cash to cover your debts, then you should not gamble to an extent that you lose your house and your marriage.
I admit that there are a lot fradulent online casinos in the business, but players like this person makes online gamblers as a whole look real bad and provoke US- States and credit card companies to make laws banning online gambling.
In my humble opinion, Mr. Marino is a sore loser and should confront his problems face to face like a real man.

Thanks for the info Steve - looks like Citibank in the UK are following their US parent company.
It's Microgaming and RTG casinos where I've had the problem, although I was able to make a purchase at a Boss casino.

Many large banks have been limiting these types of transactions here. Chase is a prime example. I know that Citibank has been threatening to crack down on using their card for online gambling, and many people have had problems with the Citibank card here in the US, especially with MicroG and RTG casinos.
I don't know this firsthand, however. I tend to use a debit card for most of my transactions.

In the last 10 days I've tried depositing at half a dozen casinos ia credit card, and on each occasion it's been declined. Since both my casino and credit card accounts are in good order, I tried finding out what the problem was. My bank said it was because during the erification process, the address didn't match. Since I haven't registered new details at the bank or casinos, I'm at a loss to explain this. Therefore I'm wondering if my bank has decided to ban online transactions (I've asked customer services to look into this).
My Visa credit card is a dollar one which I hold with Citibank here in the UK. So I'm wondering if anyone knows whether Citibank in the US has already banned this type of transaction. Thanks.
