What is this assumption based on, the mere fact that both Prima poker rooms have the word "crazy" in their name? Because Crazy Poker is part of the Vegas Partner Lounge and, while its website is rather bare on details, Crazy Harry Poker does not appear to be linked with either.

The newsletters from Crazypoker feature a character called crazy harry and the logos are the same.
You're right, it does appear to be the same character in both logos... Maybe Crazy Harry decided to break out on his own? Could explain the complete lack of contact information on the site, including email. That alone would raise a red flag for me - only being able to contact support through the poker client

In order to qualify for this offer, players must generate a Rake amount equal to or greater than that of the bonus amount received. For example if you receive a bonus for $50 then you will need to generate $50 in Rake before making a withdrawal. A raked hand is a hand which you contribute to the pot, and the Poker Room has collected a rake (fee) from the pot
Crazyharry poker, this one's better,
Players will be awarded the 40% deposit bonus (up to a maximum of $40 bonus) if the following terms are met:
i) Player must play a number of raked hands equal to 5 times the amount of the bonus (e.g. on a $100 Deposit, $40 Bonus, player must play 200 raked hands)
ii) A maximum bonus of $40
iii) Bonus is on first deposit only
iv) Raked hands must be played at tables with limits no lower than $0.25/$0.50
