Basically, gambling is illegal in China, except for government lotteries. But even that is not the major problem, since things often tend to be conveniently overlooked by law enforcement (such as playing mahjong at weddings and funerals).
Number one issue is that all Internet traffic is supposed to pass through an official government gateway. Because of this, most Chinese can't even access a gambling site if it has caught the attention of the government.
Number two is what DHCM said - credit card penetration is ery low here.
There's obviously a bit more to it than what I have said above - but that's basically it in a nutshell.

Online gambling is officially banned in China. The primary reason would not be the credit card issue.
The bottom line is, China is a socialist country, and gambling is a rotten product of capitalism. Under these circumstances, gambling of all sorts, prostitution....would not be blatantly allowable in the foreseeable future. Neither for promotions nor in free-trade zones.

At the moment, we use border control software solely to prevent play from certain countries where the credit card chargeback rates are uncontrollable, in our iew. Of course, we could conceivably block a country for other reasons as well, including government "attitudes" towards online gaming.
Online gaming in mainland China really hasn't taken off to any great extent for a ariety of reasons that Spearmaster can probably explain better than I. One of the primary reasons, however, has to do with the lack of credit card penetration in that country -- and without a way to pay, consumers really can't play. Accordingly, even if we could get our arms around the legal situation in China, the country does not constitute ia prime marketing focus for us.

Question for DrHo casino manager.
Hello
Why are you using a border-control software at DrHo lite? Are you afraid of any govnerments attitude towards your business?
How are the legal matters concerning China mainland? Is it legal for people to gamble online or for casinos to promote themselfs there? How about the free-trade zones?
