From now on, you have to leave as much gambling fund in your paypal AC as possible. That is, all future betting transactions will be activated in & out by paypal.
If someones happen to have their paypal funds dried up at some future point of time, they need to be replentished right? How? I guess then you will have to find a trustworthy friend with a paypal PREMIER AC to send funds back & forth. However, this is costly, $40 per $1000. Bot this might still be an alternative out of no alternative at all.

I am still looking for the exact wording of this bill - but from the early stuff that I seen, this appears to only ban betting with bookmakers - ie sports betting. In any case, it has not taken effect yet.

Finally it's illegal to gamble online in HK.
Although the new legislation is difficult to enforce, credit card companies should be putting more restrictions on Internet related transactions, thus making cc deposits nearly impossible. (my Paypal deposits were all banned recently) Does someone have other cost-effective alternatives?

Actually, Trisha, that's true but not necessarily with regards to online gambling.
Gambling is banned in most countries, with the exception of what usually turns out to be government lotteries and racing.
Online gambling, however, is only officially banned in mainland China and South Korea. No other country has specific laws relating to this issue - not even Singapore.

Most of Asia is illegal. It would be interesting to hear what the manager of Dr Ho has to say as he is always full of interesting insights.
I also thought it was illegal in Germany but Intercasino have quite openly admitted that they are launching themselves into that market so I guess not.

Those Taiwan promoters actually had a stake in the online game, which was televised on cable TV - and you bought cards in order to "wager". They were literally running a casino on TV.
You shouldn't have to worry about promoting in Taiwan - there's no law against providing information.

If you have listened to what the officials said, it's more than clear this legislature is aimed at big casino operators & gambling promoters rather than at us small punters.
Politically speaking, you'll understand that narrowing the attacking circle against the big brothers is always wiser & more effective.
Being a prominent target, Dr. Stanley Ho should be a bit worried, but he declared calmly that even if so he would find a number of methods to deal with it.
On the other hand, promoters like Spearmaster should be a bit worried too, so Spear should hide your identity as good as possible from now on. Or simply don't pass thru HK.

To clarify:
It is illegal to gamble in HK, with the exception of horse racing, Mark 6 and licensed mahjong parlors.
However, the question of where the actual bet takes place has still not been resolved by the government - and thus at the moment they can take no action against operator or player.
Otherwise, what Dan said is correct The ISP will not report your activity - it would be difficult for them to detect anyhow - not to mention the fact that such action would be against privacy laws.
Oh yes - the new legislation also provides fines for players - but they have already conceded that it will be difficult if not impossible to enforce.

It's not legal, nor illegal at the moment.
If the new legislation really get passed, it would be illegal.
However, the police already announced that they would only target at the operators but not the players and they would not keep an eye on Internet access. Also, it's real hard to put the legislation into execution.
