It was a sign-up deal and yes they are part of WTOC - for better or worse.
I believe an honest mistake was made with respect with what Shark 'thought' the T+Cs read on the website. They could have stiffed me but choose to remedy the situation post haste - and saved themselves from multiple forum blasts.
I do not feel obliged to hand out bouquets willy nilly to Casinos - but this particular act of good faith impressed me.

Is this their sign up bonus?
I already have an account with WTOC so I am not sure if I can claim this bonus.
Personally I don't like their reaction. They should honor their T&C in the first place. Thank god they finally decide to do the right thing but still, they should not stiff you in the beginning.

Played $25/$50(d/b) deal where WR x12db except BJ (21 games) where WR x20. Usual games oid from WR.
Cashed in $90 after playing mostly WAR and $150 worth of Carribean Stud.
Cash in rejected because: "Carribean Stud is a restricted game where WR is x20."
An exchange of emails ensued including screenshots of Shark's T+Cs that DID NOT include any restriction on Carribean Stud.
Shark would not budge. I attempted to play out the residual $140 WR and lost my entire $90 - quite a feat playing $5 hands of WAR.
One final angry email dispatched to Casino in disgust prompted the following response.
Unconditional apology from Casino Manager who readily conceded the T+Cs were incorrectly stated on website. My lost $90 was not only restored but sent direct to my online depositing account.
A bouquet where it is due - Shark is swimming with the tide of player expectations.
