Gambling Fed is still doing so and so are many others. They are called white label casinos - you develop the front and name it. Sometimes it goes on your server, but mostly the group will host it.
The casino group operates it and provides all the services, the affiliate sends traffic.
Some of these are free, some you have to pay some money for. It depends on the extent of the customization.
Whitel labels have been around for a long time, and there are lots and oodles of them. Most are inactive, as ian-go said above. They are only profitable in the hands of a few people who know how to promote them and have the money to do so. The majority just sits there and has no traffic or players.

That is quite the list! Grand Virtual were the first operators to give their affiliates a no cost co-branded ersion of their software. It was as simple as signing up at the affiliate site, submitting your desired casino name and iola! a GV clone is born. Virtually 1000's of GV powered casino were spawned, ery few saw the light of day however as GV's marketing was left purely up to the (usually inexperienced) affiliates. I doubt if more than 30 GV clones actually have active players or can even be found. Interesting to note that the gamblingfederation.com, an outfit started by some key ex-GVers, initially offered the same service. Not sure if either provider is still doing so.
