I'm not a Hearts expert, but I agree that passing is important in playing counter-Moon; with inept passers, it's easy to Moon 20+% of the time, which will usually be enough to decide the game.
I rarely include low hearts in my pass, though, because I always like to keep them. If I have more than I need, though (2♥-4♥-5♥-x-x) I will definitely remember to do so, having read that. Passing is interesting; in Ambition, when someone Slams (similar to Moon in hearts; 5/8 of the points which is comparably difficult, if not a little more, since almost all cards are worth points) the person who passed to the slammer is usually "at fault"; beginning players often try to clear suits with the pass and will send 3 cards of the same suit (usually a bad idea) which can give someone a slammable 7- or 8-card suit.

I always try to get rid of a suit early on if at all possible so that I can discard whenever that suit comes up.

Nice tips Moon, play in which ever way u prefer and how you win, the way i play is just by looking carefully at my hand and then seeing if there is any point in going for the moon but if i cant gfet that then i get rid of a suit if i possibly can if i got 3 diamonds or clubs i always try to get rid of them. then i can get rid of my hearts much easier . but thanks for the tips

here are some tips that i think heart players would benefit from if applied on their games. if you got any add on to the list!
Preventing moons:
-On your pass always try to include a middle or low heart, as your receiver will be eventually forced to play it. If everyone did this, moons will be ery hard to come by.
-If you see anyone forced to eat the Queen of Spades in a spade trick, suspect he's goin for the moon. if you get the lead try playing any spade left you have. This way you will find out if the queen eater has other spades (and if he does then HE IS GOING FOR THE MOON) or you might get a heart discard therefore cancelling any possible moon.
-If someone breaks hearts early on, by all means try to take it. its only one point you'll get but a moon could be saved as the attempting shooter will not have expected an early heart discard.
Work with the scores:
