when you sign up for ePassporte it asks you how you would like to fund it. Most people use a bank account; so you can use your checking account. ePassporte will make a small deposit in your account in the new few days; you enter the amount once they do (to confirm your account). Then you will be asked to fund it. You need to make at least the minimum deposit amount which is around $25 I think. This takes another few days to clear. Once that is clear your account is ready to use.
Now this is the part where you withdraw money from another site such as PokerRoom to ePassporte. This way you don't have to pay the 5% fee ePassporte charges for say the $600 you'll need to deposit to Empire or party for the max ePassporte bonus.
