It is risk free, and you don't actually have to deposit anything extra into the casino - it doesn't have a separate account. Instead you transfer money ("buy chips") from your William Hill account (the one you use for poker) into the casino when you open it up to play. When you leave the casino, the chips are transferred back to your account. Next time you open the casino you transfer money over again, etc. The bonus stays through this, and you spend the bonus $ first. After you complete the WR and leave the casino, all the money end up in your account.

According to their Promotion T&C,

"To cash out the bonus you must wager an aggregate total of $800 for the $40 match bonus."

It sounds like I can cash out my original deposit without any wagering requirement, making this risk-free. Am I wrong here?

Yes you can do both. I haven't done the casino lately however so I am not sure, but I don't believe it is risk free.
