I've called Neteller before when I wanted to transfer money to a friend that was at my house. You need two different IP addresses, one to send and one to receive. It doesn't matter which is your "home" computer, you just need to have one IP address send and a different IP address receive. If in the future you send from the one you are currently receiving from (and vica-versa) it will be fine too.

Call Neteller if you're worried about it, they have no problems with transfering funds. They will just tell you that your accounts are now "linked" for whatever reason - not a big deal.

If you decide to transfer through a poker site, just make sure the recipient does some play before withdrawing any funds. The sites are not in business to do money transfers, and they will give you grief.

It's cheaper to do it through a site obviously, but cashout usually takes more time (though Party's always quick).

It's also fine to transfer money to a friend, you just need to have one computer start the transaction and one computer receive it, it's for your own security.

Do not use the same computer for these type of transactions.
Both accounts will be locked.

transfer fee is 1.9%. also, the receiving account needs to be verified with a checking account as well, I believe.
