When you request a payment through Neteller or Moneybookers, the casino is not making a deposit from their bank account in you your Moneybookers account. Is just a funds transfer from their account to yours.

Moneybookers works in a lot of ways ery similar to Neteller. If you check Neteller's terms and conditions you will see that transfers between accounts are allowed as long as both accounts are registered or certified... don't remember the term they use.

If you receive money from a merchant (casino) this is technically just a transfer between two moneybookers accounts. A 3rd party deposit would only be applicable if the funding source is different from a moneybookers account (e.g. credit card, bank account).
