Thanks again, CM. I walked my friend through doing a PAB over here, he was kinda reluctant due to the email they sent him saying he had to keep the arrangement in the strictest of confidence, but I assured him that it's pretty unlikely the casino will do something negative as a result of you contacting them regarding it.

I'm pleased to report that Bryan helped to re-establish contact between myself and the casino management and that I just received the overdue payment. In fact the October installment was paid as well, so that now satisfactorily concludes my payment agreement with African Palace.
Thanks a lot, Bryan, for all your help in this case.

He'll need to PAB since I believe the rep is no longer working there. I have direct contact with the operator, so I can expedite it over management. I'll have to re-check the rep's account to see if he's active.

Brother, this really does strongly suggest that this outfit has a cash crisis when they cannot afford to meet even the simplest low payment schedules that they have agreed to.
These two casinos have been the source of player complaints for years - even before they signed up with Playtech - and I am surprised that they remain in business at all.

Agreed.
I've always been an optimist, but even I'm starting to understand that Playtech are prepared to licence to anyone who pays their fee and are happy to turn a blind eye to fraudulent operating.

settlement reached
To briefly summarize, I had originally withdrawn over $41K back in Sep. 2004. After about a year and a half of delays and broken promises, I had only received $12K of a promised settlement amount. Then I took this dispute public, and in April this year a new settlement was reached, this time in writing. With that, I had hoped this matter would have finally been resolved. I was to receive monthly installments concluding in October.
For a while these payments were indeed carried out. However, I regret to report that not even a written assurance from the casino management could prevent them from once again not following through on their promises.
