They do ask for SSN, which i gave them. They also want a copy of your license and a credit card or a voided check. I figure my SSN is probably in the hands of worse companies than Party/Empire, it took about 2 minutes to get the info ready and its a free 20 bones.
My cashouts literally hit my neteller within 30 minutes of initiation. If it only takes 2 hours if youre not a preferred player, this doesnt really matter, but it could come in handy.
