Tourney fees are not accounted for in the overlay calculations. If you're playing a $20+2 with a $2 overlay, that's like playing rake free. If we subtracted the fee from every tournaments overlay, every regular tournament would have a negative overlay.

Also, think of it like this:

If in a ring game you are clearing a bonus that's worth $3/hr/table, we don't subtract the rake from that rate. The rake/fees are a cost of playing, and most of the bonuses/promos just reduce the rake/fees.
