The point is that the buy-in and entry fee for the Steps are paid for by the players -- it's taken out of the prize pool.

So if you win a freeroll into Step 2, $55+$5 or whatever it is, that money comes out of the prize pool from Step 1. So the $60 comes out of the Step 1 prize pool, with $55 going to pay your buy-in into Step 2 and the $5 going into Party Poker's coffers.

So Party spreads the freerolls out as far as they can to keep as many people playing as possible in these things without busting out. Because every time you get a free replay, Party Poker still gets the entry fee even though you don't have to actually pay it out of your account again.

Does that make sense?
