Since Poker Plex doesn't have a casino attached to it the withdrawal limit and balance are always going to be the same. The bonus gets deposited when you play the 300 hands. As for the will hill casino, did you buy chips in the casino? You don't get the bonus until you purhcase chips in the casino, not just deposit into your account.

Remember that only ICP changed their bonus structure, not any of the other crypto sites.
