They are owned by the same people, and there is no mention about having multiple accounts on different skins that I could find.
However, be aware that Desert Poker (and thus also City Poker) used to have a bit of a checkered past when they were still running Dobrosoft software, at least accoring a thread over at 2+2. Maybe jek or someone with more experience has more info on this?
