I don't understand the fear of this being a trap. If it was a trap, that would imply that Empire didn't want anyone to takea dvantage of their bonus offer. If that was the case, chy offer the bonus at all?

If they are concerned that the whores come out only at bonus time (and they don't want the whores there) then all they have to do is not offer any more bonuses. No bonuses=no whores.
