A site does not have to be rigged for the fishes to catch a runner-runner flush and keep playing. Simple probability rules in combination with their playing style and the psychology of positive reinforcement takes care of that for the casinos.

Players that play virtually any hand, and call bets to the river, WILL win a percentage of the time, with very "improbable" hands. If that feels so ridiculous and unlikely to you that the only explanation is rigged software, you are not as skilled at poker as you think you are. You cannot apply your logic and statistical view of the game to how everyone else is playing.

The simple fact that they do hit a hand every now and then serves as feedback to their brain that they were doing the right thing calling all those bets, and they will keep doing it until they run out of money. This is a good thing that the skilled player can take advantage of, and when they catch that runner runner - just tell them "Nice hand" to make them feel good about the way they play, so they keep doing it.
