As far as I know there are no restrictions...It's a virtual visa account (works like a debit card basically) linked to a credit card (you must supply your CC info to sign up). They also have an option to get a visa electron card (a physical card you can use at ATM and POS terminals if accepted)...I passed on this because it costs $35.

The main account is "free" but you must load the card with a minimium of $50 when opening the account and there is a $5 load fee (your linked CC is charged $50 you get $45 on the card). I don't plan to ever use my CC again (I'll just load money from party/empire with no fees) whenever I feel like making a purchase. The initial load fee can easily be recouped with the 10% bonus.
