This is not entirely accurate. Party and skins WILL allow you to cashout cents, depending on which method of cashout you are using. For example, cashouts to Epassporte (which I highly recommend for Party, especially if you get your limits at epassporte raised - cashouts from Party skins are usually in my account and cashable via Visa or ATM in less than ten minutes) will cashout all cents if you request them.
