This update entailed a port to a .NET language, which means that this program requires the .NET Framework (version 1.1) to run. The installer program will verify that you have it installed, and slap you on the wrist if you do not. (If you don't have Windows XP, you probably don't have it unless you downloaded it for something else.)
The installer uses Windows Installer 2.0. Again, you may not have it - you can download it from Microsoft - or, if you have an older computer, you can continue to use the older version of the program. It's not going away:
