I actually got a better email from support. They pretty much explained the situation and apologized for the poor live support I received last night. I really can't hold anything against them anymore, other than the fact that the "contributed" condition wasn't communicated from the beginning - but they've cleared that up now. Here it is:

As it stands with your raked hands, you have played 404 raked hands out of a total 1313 games
participated in, I understand from your previous correspondence that you are a very knowledgeable
poker player with an extensive understanding of bonuses and how they work.

Matt I know you have come to Fair Poker for the purpose of making the 25% first deposit bonus and
you are welcome to play for it, but you will still have to complete the requirement before I can issue
the bonus in full.

As a token of our good will,(and in hope of eradicating any bad feeling caused) I have credited your account with half the bonus and I will be happy to issue the remainder on completion of the requirement, if you choose to continue playing. Please direct all future enquiries regarding rake to rakedhands@fairpoker.com

Please note: There is only one type of raked hand at Fair Poker and that is a contributed raked hand

P.S. We have clarified our raked hand policy by adding the word "contributed" to our website.
