When i played Parbet several months ago, they did allow Americans. Maybe they have changed since then. I certainly would not have played there if that was not the case. I wouldn't risk having my account frozen in order to go after a small bonus. Someone PM'ed me that he had emailed the site and they confirmed they did not want Americans.
I know for sure Expekt does NOT allow Americans; that's what they replied to my last week's email.
It has all to do with those silly US gambling laws that some internet sites are sensitive to. The US has no jurisdiction over the internet. However, under US tax laws one is liable for taxes on gambling profits, no matter where you make those profits.
