I think such a fee is ok! There should be no need to withdraw money from a site more than once a week, even for a whore.

Mike, IMO there should be a popup warning people when making their second cashout within a week,
(something like "Your last cashout was on May 5th, if you cashout before May 12th you'll be charged $20");
just to avoid bad experiences if people don't check their email in time.
