LOL, somebody from Party is definitely getting fired, I can't imagine they lost to much money with this scam though...
1) There might only be around 200-300 people who were able to get the $400, and out of those people...
2) Who left the $400 in their account, Party will just take it back.
3) For the people who cashed out $400 with Neteller, Party should be able to withdraw it back.
4) Here's where Party will lose out on, those people who either gambled it away, or use it to gamble for more money. Actually if they gambled and won more money, they'll be able to keep that money -$400 Party would be taking back so Party doesn't lose anything. But if you gambled the $400 away, there's no way Party can take that back, so that's where Party will lose their money on, and since Party does account specific bonuses now, that person who scammed and gambled away that $400 would probably not receive anymore promotions / reloads.
