my opinion:
reload or huge signup bonuses are necessary for small or average sites, but not necessary for huge sites.
huge sites need very good customer support and something else for keeping players, which is not necessary for small sites which are offering good bonuses.

let's take a look at 'something else' - compare absolute and stars:

absolute is oriented mainly on occasional players (whores and rookies) and they give back a lot. stars is oriented on good players (that play a lot more) and which know that catch is not in bonus, but in small rake.

here's an example how much is paid in rake:
30000 raked (when flop seen) hands per month (1000 / day) at 2/4 fixed limit.
1/3 folded after flop - let say average 15$
1/3 average pot 25$
1/3 average pot 35$

vs STARS:
ABSOLUTE: 10000 x 0.75$ = 7.500$ ( 15$ ) STARS: 10000 x 0.00$ = 0$
ABSOLUTE: 10000 x 1.25$ = 12.500$ ( 25$ ) STARS: 10000 x 1.00$ = 10.000$
ABSOLUTE: 10000 x 1.75$ = 17.500$ ( 35$ ) STARS: 10000 x 1.00$ = 10.000$
------------------------------------------------------------------------------------
ABSOLUTE: 37.500$ vs STARS: 20.000$

if table is 6-handed then your part would be:
6.250$ vs 3.333$


i guess now there is another picture about bonuses. playing at stars you would get 3k bonus for lousy 1000 raked hands per day compared to absolute.
or make it the other way - not sure about this as i am not playing there, but i doubt you would get 3k for your 30k raked hands at absolute (and that among rocks which are playing there).

that's why stars doesn't need reload bonuses. they know that players which are interested for them (= players that play a lot) will find their way to their place soon. and they will encourage their play through points system (so they will really play at least 1k/day and not only 1k/month when offered reload)

i guess i am not true bonus whore, but absolute seems to me as a place for rookies, that don't know yet what counts at the end.

if i had a small site, i wouldn't offer big bonuses, but very small rake. imagine site with good CS which takes you max 1$. i bet in 12 months that would be no. 3 site on net (if the other sites would ignore that). what's maybe even more important - i would get high rollers and those who play a lot, without bonuses, gifts, RAF, affiliates, etc.
1$ max rake seems unimaginable, but just think about 1/3 of party's income. not bad at all i guess.

i might be wrong, so correct me please.
