Got this from another bonus discussion board, someone had emailed and asked support about how the bonuses (signup and reload) clear.
Here is the answer:

"Please note that a change is currently in progress in our system and the
eventual outcome will be that the points have to be earned separately.
Currently the points are counted toward both bonuses."

So, everyone with uncleared signup and reload should clear the reload as fast as they can!
