When a player knowingly goes into the site, signs up and deposits, even though they KNOW this can happen, they put themselves in the position to honor the rules.
The sites post their rules , including statements such as "we reserve the right to change this policy at our discrepency at any time". It is ENTIRELY the players responsibility to read the rules and ask questions if they do not find the answers they are looking for posted on the site.

Your question, "SHOULD bingo sites be allowed to delete players accounts and or refuse payout for any reason", is a question with which the only response could be our "opinion". The way you word it, is in a way that basically needs only a yes or no answer.
Bingo sites POST what rules you are required to follow should you play at their site. If you do play, you are agreeing to their rules. Therefore, when they change the rules and take advantage of what they have posted they CAN do, there is really ery little room for complaint.
