Hm. Very strange. They were looking at legalizing online gaming in North Dakota to raise money in place of taxes. Like Antigua, it's not a financial powerhouse.

Were North Dakota to do so and not have problems with the Department of Justice, they would be competing with Antigua for the online gambling dollar.

I can't imagine a US state government setting up a lottery or online casino business in a foreign nation.
