I don't think that this will fly, but it has worked in the past in physical machines. I'll give you an example. There was a time when any type of slot machine or ideo poker game was completely prohibited in the state of California. Game manufacturers quickly came up with a way to get around the laws though.

What the did was develope a candy dispensing machine. Players would walk up to the machine, drop in a dime and get candy dispensed to them. As a bonus, the purchase of the candy would earn them a free play on a reel slot type game also built into the machine, and they would actually win real money from this. Since the spin was free, the player technically was not making a wager, and therefore no one could say they were gambling. The machines went unquestioned for years, until the government noticed that people would stand there for hours dropping dimes into the machines, even though the candy dispenser was empty. Hmmm. Wonder why they kept buying all that candy? After this officials cracked down on the games heavily, but could not completely get rid of them. The only thing that finally did them in was when it became legal to have operations slots in some areas of the state. As far as I know there are no games like that currently, and these games from by gone days have become ery aluable collectors items.

The reason I ask is that if this is the case and if it does become law would it be then possible for a casino to say OK you are purchasing for example a used postage stamp for $50 and we will give you free $50 worth of casino credits that way you are not gambling for money you are gambling however technically for free (they then send you a used postage stamp as a means of getting around the law) --The reason I ask is it is a widely used way around the gambling law here in the UK you buy a bag or crisps and get a lottery ticket free --Just a thought although I use the postage stamp and bag of crisps as an example???
