Simple, change the pay tables.

You are confusing the randomness of pay outs (which does not exist) with the randomness of events (which does). Two random machines will have, on average, after millions of trials, the same proportion of triple cherries or royal flushes or whatever.
But, one machine awards more for the flush or whatever. Voila, the payout percentages can change dramatically even though the events remain random.
