As for Powerbet, do they have the right to lower/raise limits for a SPECIFIC play without doing so for everyone?

Can they single one player out?

Even in Atlantic City, isn't it true that when casinos raise/lower limits, it must be done for ALL PLAYERS at that table, and never one specific player (exceptions to be made only for high limit players)?
