PJ, the problem is that a casino being licensed doesnt mean much of anything. I think alot of licensing is just a small countrys government issuing paper for money and not much else. Dont expect these folks to intercede if you have a problem with a casino. Your best bet is to join the OPA.
As far as cheating the casinos, i am not aware of anyway to really do this, but believe me, lots of these online casinos will try to say that you cheated them to try to get out of paying you.
