I won't go into all of the "what if's" and similar questions, because there are just too many potential methods of cheating, even though nearly all of them will be most unlikely to ever occur.
Instead, I'll leave you with one brief thought on a method of accepting cheating that was popular in the opening days of ideo poker popularity. Quite simply, the casino would remove one of the 10 cards out of the deck. We all know how much the royal flush weights the payout percentage of the game. Well, imagine if the royal flush was suddenly 25% less likely to occur, to say nothing of all the other hand combinations this 10 would have contributed to. I doubt that anyone does this any more, as it is considered cheating and is fairly easy to get caught at, but it does give you something to think about.
