past two years and any operator foolish enough to gull his clientele is
playing a short term game with little hope of success - there are many
alternative enues to which a client can move if he or she is unhappy with
the level of fairness or enjoyment at a particular site, and this is well
appreciated by the casinos which are in this business for the long haul and

I have reviewed the IGC web site extensively. It dictates NOTHING
about payout rates. On the subject of fairness they state
"At least one endor provides software that it claims can be audited in
real time. And using actuarial tables, regulators could perform random
spot-checks on a Web casino as frequently as they deemed fit without
even leaving their own offices. Inspection of computer codes would also
identify faults in computer-operated games of chance such as roulette,
blackjack, or computerized slot machines for errors or deliberate
cheats"
This is complete garbage. Look at the wording. "Regulators
could...". What regulators?? These Casinos are all located in
international havens for organized crime. As you know, all you or I
need to open a Casino is $250,000 U.S. in a Carribean bank account.
Their "gaming regulations" are a joke. You simply buy a turnkey system
and tune the odds down to whatever you want. All the turnkey systems
are precertified and they all have tunable odds.
"Inspection of Computer Codes Could...". What inspection? We see the
word "could" again. Who in these overseas crime havens is inspecting
computer codes? NOBODY. Again though remember I am not claiming these
casinos cheat outright. They could, certainly, and some probably do
but most of them have no need -- they simply tune down the odds to the
lowest practical level. .80 on the dollar is difficult to detect even
for experienced players. Your typical Craps or Blackjack person will
assume the game is fair out of naivety about what can be done in
computer code and assume the heavy losses are due to bad luck. Chances
are they will run out of money before they have enough evidence to
detect the casino is offering terrible payouts. Even then, there is
nothing illegal in any of the online gaming codes about offering poor
payouts. Provided those rates are driven by random generators it is
perfectly legal to offer a Blackjack that looks like the real thing but
pays $.60 on the dollar.
As for casinos wanting to stay in business I have two words. Pyramid
and Advertising. The internet is growing exponentially. The typical
mega-hit online casino tunes its payout rates to $.60 - $.80 on the
dollar and rolls half of that PURE PROFIT into advertising. Most
players are too naive to realize they are getting screwed blind until
it is too late. And when they leave the Casino doesn't care. They get
in a few months what would have taken years at fair payouts. And they
now have money to pour into advertising to sucker the tens of thousands
of new idiots into the scam.
Bottom line is the lower these casinos put their payouts -- within
reason -- the more money they make. Why would any of them put a payout
at $.99 when most players won't detect the difference between $.90 and
$.99? Use your head. They aren't stupid.
