The Cdn$ has weakened some over the last week, so that will be part of your problem. Even if the exchange rates stayed constant, buying and selling money works the same way as any other commodity - the money dealer (the bank, Paypal, credit card company) has to buy it at a lower cost than he's selling it for if he wants to make a profit. And we know the money dealers definitely want to make a profit, right?

If you know you're going to be using Paypal to pay for stuff again in the near future, leave the balance in your Paypal account instead of racking up transaction fees for transferring in and out.
