Believe it or not, even PayPal has fraud problems. And, when someone does manage to create a fraudulant PayPal account casinos are often their first target. When this does happen the casinos still get hit with the chargeback.
I do hope there is a better way out there. Unfortuneatly, those forms are still one of the most effective tools for fighting fraud.
