Ok I see where you're going KX. Maybe you're right. If a casino does rig a game, they risk the danger of someone figuring out the gaff, and then altering strategy to take advantage of the game. A smart player could really hurt a casino if they figure out the gaff and how to exploit it.
As for streaks at RTG, I don't think they are streakier than other casinos. I do believe the speed of the software fogs player's perceptions of the game. RTG is much, much faster than other software, and this effects how players "feel" the game.
