No, fair and random are two completely different things. It can be non-random and still fair. Meaning, as long as that 100 hand losing streak is accompanied by a 99 hand winning streak, its fair. I would challenge you to produce a software that is truly random. However, there are only a few that are clearly not fair (HA is not as stated as observed in a large, 1 million + hand sample). MG BJ is one that is neither fair or random. RTG, on the other hand, is clearly not random but it *is* fair.
