To clarify:

It is illegal to gamble in HK, with the exception of horse racing, Mark 6 and licensed mahjong parlors.

However, the question of where the actual bet takes place has still not been resolved by the government - and thus at the moment they can take no action against operator or player.

Otherwise, what Dan said is correct The ISP will not report your activity - it would be difficult for them to detect anyhow - not to mention the fact that such action would be against privacy laws.

Oh yes - the new legislation also provides fines for players - but they have already conceded that it will be difficult if not impossible to enforce.
