Very true. But the problem with this legislation is that it will not increase the flow of money to the Jockey Club. If anything, it may slow the flow of funds going to overseas bookmakers... but right before the World Cup? Don't think people are going to stop betting just because of this silly new legislation LOL. All that will happen is that illegal bookies in HK will make more!
