I think it's not just a matter of face, it's largely out of the necessities that the severity of soccer betting has immensely grown in recent years that billions of dollars have flown to the offshore soccer bookers instead of to the HK Jockey Club's pools.

The HK govt. is obviously so undersighted. Sooner or later people who used to gamble soccer will continue to gamble somewhere, somehow. If not, this legislation is solely built as a prerequisite to pave way for future legalization of soccer betting to serve for the govt.'s own objectives.

As for now, not sure about any sites in HK taking action in preparation. One thing is for certain, some will & some won't, as I already heard that ATV International will continue to fulfill its contract with Macau Jockey Club to telecast their racings live.
