Will wait to see what legal counsel says - but I'm still of the opinion that there are too many holes which have been left open.

As for gamblers, the government has already admitted that they are essentially helpless with regard to the issue of prosecuting the gamblers. Can you imagine them getting a search warrant from a judge just to go see if someone is gambling in their home?

I predict that the legislation will definitely have some impact - but not nearly as much as the government and Jockey Club would hope for - and frankly, I bet they already know it too.

Meanwhile, Stanley Ho's on the warpath - and I bet he has enough influence to force some changes...

Do you happen to know on what date this legislation will take effect? I know it will be before May 31 for sure...
