Went back to read the report again.

This looks like a ery close match to what I surmised above. But the last bit is totally laughable, considering that nearly every university has free net access and this "traditional association" should have been blown away a long time ago by cheap and free Net access (Netzero, as an example), community services such as libraries, etc.

Seems to me someone else wanted to get their name in lights. I wonder who funded that study...
