Probably because it's not worth the effort. It'd be much easier to prosecute, say, an illegal craps game physically taking place in this state, but it's never done because the police obviously don't think it's worth the time and resources. In short, they don't care.

Even so, I don't think anyone needs to worry ery much unless their state has a specific law against Internet gambling b/c a prosecutor wouldn't waste the time and money it would take to prosecute this type of misdemeanor. And about the only way anyone would get caught would be to turn themselves in.
