This is my theory;

Casino Bar deals a fair game when their players play bad enough to keep payout percentages low enough for the casino. When the average percentage increases and gets closer to the expected payback of the game they switch to the "rigged mode". In this mode they are NOT doing what the Wizard expected but something ery similar.

DaveR; I donīt understand your theory... If the card is reinserted into the deck then the probability of busting (on a 12 hand) on the first card is 4/13 and on the second 4/13 which gives exactly the probabilities given in the original experiment. Those numbers are not exactly correct though since they donīt take into account the composition of the 12-hand. A 9+3 hand is more likely to bust than a 10+2 hand.
