I find the non USA thing weird cos Lasseters allow most US states.
The way the house rule is phrased seems to accept that some jurisdictions (states) in these countries will allow egaming and others will not, and the responsibility is yours, and yours alone, to figure out.
So it is not a list of banned areas, more a statement of 'its bugger all to do with us mate.'
